As for the rest of your post, it does look remarkable similar to Streammate. But as others here posted earlier, it's sometimes hard to tell if two brand names are from the same network.

The layout does seem familiar. And the category breakdowns are similar to other sites. The site also claims to date back to 2003 which also indicates Streammate.

Anyway, if all the images are blurred they may require you to provide proof of age, via service or verification selfie. This is something many US states are now requiring.

Yeah I noticed the second time around the affiliate section redirects to a page called CamBuilder.

It's a pretty simple site, but I have a feeling you can find these cammodels all over the place. I'm pretty sure most of them join multiple sites.
